To strike a balance, diplomats from the U.K., Germany and France drafted plans for new sanctions against Iran focused on its involvement in the Syrian civil war. Tehran's compliance with the 2015 agreement was then repeatedly confirmed by the International Atomic Energy Agency (IAEA), a United Nations nuclear watchdog. The JCPOA is the formal name of the nuclear deal.

Tillerson's designated replacement, Pompeo, has often taken a hardline approach to North Korea, emphasizing the existential threat Pyongyang's nuclear missiles pose to cities on the U.S mainland.
