Preliminary evidence shows that there are similarities between Sunday night's explosion and three other explosions that Austin has suffered in the past month. The first three explosions killed two African American men and left a 75-year-old Hispanic woman fighting for her life. The explosive device that harmed them was on the side of the road, while the previous packages were all left at people's homes, authorities said.
Manley said authorities are working to determine if the incidents amount to domestic terrorism, but officials believe they are looking for "a serial bomber".
"Is this terrorism? Is it hate-related?" "We've seen a change in the method the suspect or suspects are using".
Austin's police chief says the latest bombing to hit the city was detonated by a tripwire, "showing a different level of skill".

Manley on Monday said details from the new blast meant "at this point we don't have specifics leading us to one suspect".
Police have received more than 735 calls about suspicious packages since the three parcel bomb attacks, but authorities had not found any that posed a security risk, Manley said.
The attack Sunday happened in a southwestern Austin residential neighborhood that isn't close to the sites of the first three attacks. A 17-year-old boy was killed and two women were injured in two separate blasts on March 12.
While the first three bombings all occurred east of Interstate 35, a section of town that tends to be more heavily minority and less affluent, Sunday's was west of the highway.
It is hard to imagine this story getting this kind of treatment from the president, his administration, or the press if the victims had all been white Christians or the perpetrator of these bombings was believed to be a Muslim.
"If they move that package or step on that trip wire, it's likely to detonate", Milanowski warned. Authorities later arrested a 26-year-old man, and the incident did not appear to be related to any previous explosions.
Austin Mayor Steve Adler said growing anxieties are "legitimate and real" following the fourth bombing.
More than 500 federal agents and Austin Police are searching for the culprits. "We're going to find out who is responsible for this and we're going to stop it".
The University of Texas' campus police force is warning students returning from spring break to be aware of the four recent bombings to hit Austin, saying, "We must look out for one another".
Concern spread well past the immediate blast site.
"This makes me sick", he said.
