DOJ proposes new ban on bump stocks that mimic machine guns

But when a bump stock is attached to the weapon, the gun's recoil is used to "bump" the trigger back to the shooter's finger, making the gun fire at a much faster rate.

Paddock used bump stocks to convert several semi-automatic rifles into what the DOJ would now classify as "machineguns", which he used to kill 58 individuals near the Mandalay Bay Resort and Casino.

Among their demands was a ban on bump stocks.

President Trump's Friday tweet also attempted to blame President Obama for having "legalized" bump stocks in the first place, a misleading reference to how the original ATF review of the devices happened during the Obama administration.

Under the proposal, current owners of bump stocks "would be required to surrender them, destroy them, or otherwise render them permanently inoperable". Though bump stocks played no role in the mass shooting that killed 17 people at a Florida high school last month, President Trump and others quickly focused on banning bump stocks in their response to the outrage that followed.

Republicans, in response to the Las Vegas shooting, blamed the Obama administration for the sale of bump stocks.

Jeff Sessions, the USA attorney general, has officially proposed a rule that would effectively ban bump stocks, devices that turn semi-automatic weapons into fully automatic weapons.

"After the senseless attack in Las Vegas, this proposed rule is a critical step in our effort to reduce the threat of gun violence that is in keeping with the Constitution and the laws passed by Congress", Mr Sessions said.

The proposed rule will include a 90-day period for people to comment on it - possibly leading to changes - and then it will become law.

Earlier this month, Sessions sent the changed machine gun definition to the Office of Management and Budget, continuing a process that began February 20 when Trump signed an executive order directing Sessions to get the ball rolling on a bump stock ban. "The fact that ATF said as recently as April 2017 that it lacks the authority would give the gun lobby and its allies even more reason to file a lawsuit to block regulations banning bump stocks". But since bump stock manufacturers specifically designed the devices to avoid being classified as machine guns, expect the rule-based ban to face lawsuits from them and gun rights advocates, as a ban of the devices in Florida already has.
