A contentious issue in the Brexit debate, the customs union sets tariffs for all EU member states meaning goods can be moved from one country to another within the bloc without further taxes being imposed.

Four people familiar with the meeting said that ministers had split six-five against the "customs partnership" that May advocated - an unusual display of defiance.

Senior politicians have handed Mrs May a so-called "ultimatum" demanding she abandons the idea of the United Kingdom entering a "customs partnership" ahead of a meeting of her Brexit war cabinet.

Mr Rees Mogg also denied reports that Brexiteers had threatened to "collapse" the government if she accepts the customs partnership option.

Robbins is understood to regard the partnership as a means of avoiding a hard border in Ireland while keeping the United Kingdom out of the European customs union.

In parliament, May said there were a number of ways to solve the customs issue, in what seemed to suggest that her government could be looking beyond the two proposals already made.

On Wednesday, her minister for the cabinet office, David Lidington, said it would most probably take a few weeks to decide on a final position, playing down any expectations of a quick decision at Wednesday's meeting of the Brexit committee.

Mr Davis told the committee that there were no trials, and there had been no planning, on technological solutions because the European Union regarded the issue as part of the future trade relationship, and had refused to talk about such issues "until a certain point". "I don't think there is a customs union that could ever be acceptable", he said.

BBCMs Tominey then slammed the House of Lords as an'absolute disgrace

"It would leave us de facto in both the customs union and in the single market".

The paper acknowledges, though, that the European Union would be required to implement equivalent arrangements at its borders to make any such scheme a success.

However, the Brexiters are expected to push back against the idea that maintaining the integrity of the Good Friday agreement requires no infrastructure whatsoever between Northern Ireland and the Republic.

Former Brexit minister David Jones told BBC's Newsnight: "Certainly there would be a lot of very disappointed Brexiteers if we were to end up in a customs partnership".

And he acknowledged that this will depend on persuading Brussels to negotiate 40 or more workstreams simultaneously.

The European Research Group of eurosceptic Tory MPs has sent May a report detailing its opposition to the plan, developed by her representative in Brexit talks, Olly Robbins.

There was "no majority in parliament for a no-deal Brexit", Starmer said.

"While there may be some limits to the accuracy of such modelling, the Government's explanation that the agreement's content is not yet known and therefore can not be modelled is not satisfactory", it says.Britain's Prime Minister Theresa May and European Commission President Jean-Claude Juncker hold a news conference at the EC headquarters in Brussels, Belgium December 8, 2017.
