Gov. Reynolds signs fetal heartbeat bill

A bill described by some observers as the most restrictive abortion legislation in the nation has been sent to the desk of Iowa Gov. Kim Reynolds. "With their votes, the Iowa legislature has heroically placed our state in the forefront of efforts to protect innocent, unborn life from the abortionists", King said in a statement.

"If death is determined when a heart stops beating that doesn't a beating heart indicate life", said Gov. Kim Reynolds.

Republicans at the Iowa Capitol have long sought to approve legislation that would further restrict abortion, and their flip of the state Senate chamber in the 2016 election gave them a trifecta of GOP power for the first time in almost 20 years.

Reynolds' signature came shortly after state Planned Parenthood affiliates and the left-wing American Civil Liberties Union (ACLU) threatened a lawsuit to block the law's enforcement, CBS News reports.

The legislation bans abortion in all cases after six weeks of pregnancy, which critics of the legislation argue is before most women are aware they are pregnant. "Today's actions to ban abortion are an embarrassment to Iowa and they will remain a blemish on our state for the foreseeable future", said the group known as the Planned Parenthood Voters of Iowa in a statement cited this week at The Washington Post.

Referred to as the "fetal heartbeat" abortion ban, the House passed the bill 51-46 on Tuesday and the Senate approved it 29-17 on Wednesday.

The health secretary will announce a major inquiry into the programme, run by Public Health England , the Guardian understands. Dr Jenny Harries, PHE deputy medical director apologised for error which she said was a "complex IT problem".

Should Reynolds sign the bill, it will nearly certainly be challenged in federal court, where the case would likely end up before the 8th U.S. Circuit Court of Appeals. "I'm not going to back down from who I am or what I believe in".

But Ms Belin suggests that Planned Parenthood, an inevitable plaintiff that will challenge Iowa's ban, may have a trick up its sleeve.

Opponents to the bill, including the Planned Parenthood of the Heartland, have meanwhile described the effort as an "intentionally unconstitutional ban on 99 percent of safe, legal abortion, created to challenge Roe v. Wade". This is the most restrictive abortion bill in the United States, and it really sounds like these lawmakers need to be sat down and reminded about the whole, very basic "our body, our choice" thing.

"However, this is bigger than just a law", she continued.

"We thank Iowa for recognizing that every life is a gift and that personhood has inherent dignity from the moment of conception", Mancini added. This would not apply to medical diagnostic samples, or forensic investigations, or to fetal body parts donated for medical research after a miscarriage or stillbirth.
