  • Water flows out from cracks in a road damaged by an earthquake in Takatsuki Osaka prefecture western Japan on Monday

Two men in their 80s, one from Osaka's Higashiyodogawa Ward, and another from the city of Ibaraki also perished.

No tsunami warning was issued. A magnitude 4.6 quake hit southern Gunma, north of Tokyo, on Sunday, and a magnitude 4.5 temblor struck Chiba, near Tokyo, on Saturday.

A strong quake hit Osaka city on Monday morning, rattling one of Japan's industrial heartlands, but appearing to spare the region of any major damage.

The epicenter of the natural disaster was in the northern part of Osaka Prefecture, the Japan Meteorological Agency said, and no tsunami warning was issued.

Local officials said they had not received reports of major damage in the highly-urbanized area, where roads and train tracks criss-cross around densely-packed apartment buildings. Prime Minister Shinzo Abe said authorities were assessing damage and that their top priority was the safety of residents.

The natural disaster reminded many in Japan of the magnitude 7.3 Hanshin-Kobe quake in 1995 that killed more than 6,000 in the region.

The area north of Osaka was the hardest hit, the agency said. Auto makers Honda, Mitsubishi, Toyota and Daihatsu all stopped production at plants in the region.

Kansai and Kobe airports in the region temporarily closed but resumed operation after confirming no abnormalities to the facilities.

Kilpatrick, visiting Japan for the first time, said alarms went off nearly immediately in the hotel and a loudspeaker told guests to stay away from windows.

It also said there were more than 170,000 households without power in Osaka and neighboring Hyogo Prefecture.

The magnitude 6.1 quake struck the city of Osaka and the surrounding area Monday about 8 a.m.

One of the most powerful earthquakes in decades struck the Osaka region Monday morning, but there were no immediate reports of casualties and Kansai Electric Power Co. said its nuclear plants in Fukui Prefecture were operating normally.

On March 11, 2011, a devastating magnitude 9.0 quake struck under the Pacific Ocean, and a resulting tsunami caused widespread damage and claimed thousands of lives.
