Canadian Parliament has passed a "historic" bill legalizing the recreational use of marijuana nationwide, becoming the second country in the world to do so.
Bill C-46, which passed its final vote in the Senate on Wednesday evening, was introduced alongside the Cannabis Act and will allow police to use roadside screening devices to swab the saliva of drivers to check for marijuana. While the federal government had previously estimated eight to 12 weeks would be needed between passage of the bill and legalization, Trudeau said that timeline was too aggressive.
Canada is following the lead of Uruguay in allowing a nationwide, legal marijuana market, although each Canadian province is working up its own rules for pot sales.
Trudeau administration had initially meant to have the law rolled out by July 2018, but territories and provinces requested for additional time to come up with their own rules for weed sales.
Canada will legalise the consumption and cultivation of cannabis from 17 October 17, Prime Minister Justin Trudeau has announced.
Now that we have officially made it, and the biggest campaign promise from PM Justin Trudeau has been kept, we are waiting for an announcement from our PM to confirm exactly what we have already been told. That is why this new legislation will place strict penalties on those who make cannabis available to youth under the legal age while allowing adults to legally purchase, grow and use a limited quantity of cannabis.
The Liberal government had initially planned to have marijuana legalized sooner with the intention of beginning retail sales by July 1.
Conservative Sen. Claude Carignan attempted Tuesday to have the home-grow amendment reinstated - which would have sent the bill back to the House of Commons and could have set the stage for a protracted parliamentary battle between the two houses of Parliament.
"I think it's a great day for Canada", says Senator Tony Dean, the bill's sponsor. Today, we change that.
"This historic legislation will end prohibition and replace it with a sensible, responsible and equitable cannabis policy", she tweeted.
