Iran has said that the United States must return to the Iranian nuclear agreement before there is any possibility of direct talks as suggested by Donald Trump.

Even though Trump on Monday said if Rouhani were to meet with him there would be "no preconditions", he also did not walk back from any of those earlier demands.

Shortly before that July 22 tweet, Mr Rouhani had addressed Mr Trump in a speech, saying that hostile USA policies could lead to "the mother of all wars".

"The United States has proved that it is unreliable, so engagement and dialogue with the current US government is impossible", Foreign Ministry spokesman Bahram Qasemi said earlier on Monday.

President Donald Trump's offer of dialogue with Tehran belies a hardening of USA policy that intensifies economic and diplomatic pressure but so far stops short of using his military to more aggressively counter Iran and its proxies.

Meeting his Iranian adversaries, Trump said, would be "good for the country, good for them, good for us and good for the world".

"No preconditions. They want to meet?"

Iran responded to Trump Tuesday, setting two preconditions to a possible meeting.

"When you translate those preconditions in Farsi, the general sense is that the U.S. is asking Iran to let the United States run Iran's domestic policy; the second precondition sounds like they want us to let the USA runs Iran's foreign policy;and the third precondition sounds. that they don't want Iran to have missiles or a peaceful nuclear programme".

A senior State Department official said on Tuesday U.S. Secretary of State Mike Pompeo will not meet with his Iranian counterpart during a meeting of Southeast Asian nations in Singapore this weekend. Iran doesn't. I think it's important to establish some sort of dialogue with the dictator of a power that can nuke American territory and possibly American cities. While switching back and forth from good cop to bad cop may work in the real estate sector, or may have proven successful vis-a-vis North Korea, it is not likely to land well in Tehran, and there are several reasons why.

The United States is going after Iran in a rather smart fashion despite the childish rhetoric being traded on social media.

Trump withdrew from the nuclear accord in May, saying it was too generous to Iran.

The Trump administration says its "maximum pressure campaign" is created to force Iran into a new deal that goes beyond limiting its nuclear programme and includes curbs to its regional behaviour and missile program.

Iran's interior minister said Tehran did not trust Washington as a negotiating partner.

The commander of Iran's Islamic Revolutionary Guard Corps, Mohammad Ali Jafari, made the comment in an open letter published by Iran's state-controlled Fars News Agency.

Israel's Prime Minister Benjamin Netanyahu has strongly supported Trump's actions, and Israel's energy minister has said he believes the sanctions could bring Iran to a decision point within months.

But with the United States about to reimpose full sanctions, starting on August 6, many in Iran are uninterested in his latest volte-face.

The Trump administration may be more stringent.

Mr Trump drew a comparison with his diplomacy toward North Korean leader Kim Jong-un, whom he met at a June 12 summit, with the aim of convincing Pyongyang to give up its nuclear arsenal.

Iran's oil exports could fall by as much as two-thirds due to the sanctions, straining oil markets.

"We can not negotiate with someone who violates global commitments, threatens to destroy countries, and constantly changes his position", said analyst Mohammad Marandi, of the University of Tehran, who was part of the nuclear negotiating team.
