The surging wildfires raging across Northern California represent a "new normal" and the state must be prepared to spend billions of dollars dousing, containing and trying to curb them in the future, Gov.

Cal Fire Operations Section Chief Charlie Blankenheim told a gathering of residents at a meeting in Kelseyville Wednesday night that the Ranch Fire had burned more than 25,000 acres of the national forest.

"A factor that folks in that area, crews in that area are aware of and they're looking at that and a potential for spot fires across their lines", said Gabe Lauderdale with Cal Fire.

The 11-day-old Carr Fire, which has scorched almost 126,000 acres (51,000 hectares) in the scenic Shasta-Trinity region north of Sacramento, remains the largest and most fearsome of 18 significant wildfires burning across California and more than 100 nationwide.

The two fires have killed eight people, with the Carr Fire alone responsible for six of the deaths.

Law enforcement officials said the last four people reported as missing were found safe on Wednesday.

Extreme weather conditions are expected to return on Thursday and could stoke wildfires in California where thousands of tired firefighters are battling the destructive and deadly blazes.

"We're going to have more fire, more destructive fire, [and] more billions that will have to be spent on it", Governor Brown said.

A 160-square-kilometre fire near Yosemite National Park prompted evacuation orders Wednesday for the community of Wawona inside the park, which has fewer than 200 residents.

"Unstable conditions, shifting winds, steep terrain and dry fuels continue to challenge firefighters", a state fire update warned, noting that 35-mph wind gusts were expected on ridgetops that could whip up the flames.
