Doug Ducey will announce on Tuesday that he's appointing former Sen.

The governor said Kyl, a Republican, will serve through at least the current congressional term, though it's unclear if he'll serve through 2020, when there's expected to be a special election for the last two years of McCain's term.

In a prepared statement, the governor's office said Kyl's "expertise on water and natural resource issues will be very beneficial to our state as we face new challenges in those areas", noting that Arizona State University's Kyl Center for Water Policy is named for him. "It's a great tribute to John that he is prepared to go back into public service to help the state of Arizona", she wrote on Twitter.

Mr. Kyl, who had risen to be the second-ranking Republican in the Senate before retiring in 2012, served alongside McCain for 18 years. Those who know Kyl say that he is more likely to be a bridge-builder than a Trump antagonist along the lines of McCain, Flake or Ben Sasse, R-Neb.

Ducey insisted his appointment was not political, despite Kyl working closely with the White House in recent months on getting Kavanaugh confirmed in the Senate, where Republicans hold a razor-thin one-vote majority. Governor Ducey said he would like to keep Kyl in the Senate until McCain's seat is up for relection in 2020. The seat will then be up again for a full six-year term. State law prescribes how a vacant seat in Congress is filled after a death, resignation or expulsion.

Many names had emerged as possibilities to fill John MCCain's seat, including Cindy McCain, former Reps. John McCain's seat in the U.S. Senate.

Senate hearings on Trump's nominee for the US Supreme Court, conservative judge Brett Kavanaugh, started today despite loud ongoing opposition from Democrats who want Kavanaugh's records available for examination before voting on his nomination.

"Now, senator Kyl can cast a vote for Kavanaugh's confirmation".

Kyl was appointed on Tuesday to serve as the replacement for McCain, who died of brain cancer. Jon Kyl on September 4 to fill the seat vacated by the late Sen.

Whether Kyl serves for just months or through 2020 he will nearly certainly serve as a placeholder, setting up what will likely be a contested race in 2020 in the GOP-leaning but purple-trending state.

Up for reelection in November, Ducey faced the dilemma ensnaring other Republicans in 2018: avoid angering Trump, who has a viselike grip on the party, while placating the GOP establishment epitomized by McCain, who dominated state politics for more than three decades.

His appointment now allows him to vote for the nomination.
