The FBI questioned Mark Judge, a high school friend of Kavanaugh. The agency has also spoken to a second woman, Deborah Ramirez, who has claimed Kavanaugh exposed himself to her at a Yale party when both were freshmen.

"This is what democracy looks like!" protesters shouted outside the Supreme Court, voicing their opposition to Brett Kavanaugh's nomination to the high court but somehow speaking for everyone on every side on a day of passion, chaos and effect.

'This confirmation process has become a national disgrace.

North Dakota Senator Heidi Heitkamp, who faces a hard re-election race next month, cited concerns about his "past conduct" and said she felt his heated attacks on Democrats during last week's Judiciary Committee hearing raised questions about his "current temperament, honesty and impartiality".

The letter, which came after the FBI concluded its latest background investigation into Kavanaugh, calls out the FBI for failing to attempt to corroborate the claims made by Ramirez.

And when Sen. Heidi Heitkamp of North Dakota - a Democrat from a red state who voted to confirm President Trump's first nominee, Judge Neil M. Gorsuch, to the court - announced that she had decided not to support Kavanaugh on Thursday, she too cited questions about Kavanaugh's "temperament, honesty and impartiality" as chief among her concerns.

Most Democrats opposed Trump's nomination of Kavanaugh from the outset.

The controversy has unfolded just weeks ahead of the November 6 congressional elections in which Democrats are trying to seize control of Congress from the Republicans.

Democrats are criticizing the probe as a whitewash as the White House said investigators interviewed nine people - far short of the dozens of potential witnesses offered to the Federal Bureau of Investigation by two Kavanaugh accusers.

On Wednesday, the three Republican senators key to Kavanaugh's approval blasted Trump for mocking Ford's memory lapses at a political rally.
